Project Description


The City of Sunny Isles Beach is a city located on a barrier island in Northeast Miami-Dade County. The City is bordered by some of the most desirable beachfronts in South Florida and is located in an area that features some of the most impressive High rise luxury buildings in the Country. The City Leadership is a supporter of forward thinking and believes in the investment of resources and technology to increase amenities and Public Safety through the utilization of available systems.

System Requirements and Obstacles:

City Leadership and its Police Department set out to find a qualified firm that would be able to provide a turnkey solution to implement Surveillance for public safety in its City Parks. Sunny Isles parks offer some of the most feature rich amenities, boasting lush tropical landscaping, and impressive luxurious finishes. Aesthetics and mitigation of the already existing park structures was an important factor for this design build project. Quality of Video and Real time access to the streams was a requirement of the project, by allocating proper bandwidth to accomplish the views necessary. Furthermore, air Conditioned space and communication infrastructure that would transmit the quality of video the police department would require at City Hall was not available at any of the Parks. In addition, the City had a stringent project timeline requirement and it desired to have all video feeds completed in a 90-day timeline. The City also wanted to create a Real-Time Video Wall within its 911 Call Center which resided at its Government Center facility.


ATCi Communications put together a comprehensive plant that allowed Sunny Isles to maximize its vision and expanded on it to create greater value to the deployment. After carefully meeting with all stakeholders in the City, ATCi conducted a deep study of the 10 parks, and came up with the design and product selection that would withstand the lack of connectivity or controlled air environments, while providing the video quality city law enforcement required. ATCi came up with a comprehensive infrastructure plan that included expanded capacity when underground infrastructure needed to be placed and provided fiber optics communication links, which would be utilized in future technology enhancements. In addition, ATCi overcame the lack of local bandwidth connectivity and laid out a wireless network that required the addition of strategically placed poles for line of sight to allow the desired real time connectivity to the new Fusion Center at City Hall. The newly designed Public Safety wireless backhaul link, was robust enough that it would also create a value-added feature to the park goer by adding public wi-fi at all parks included in this first deployment phase. Due to the possibility of the city of Sunny Isles to gain full access of the newly deployed wireless links for other services, strategically placed NEMA enclosures with local ruggedized NVR’s were also deployed at these parks, to alleviate the bandwidth requirements of the high definition surveillance system, alleviating network traffic and creating local recording. These ruggedized field recorders were embedded with a custom script for wireless data dumping to a larger redundant off site recorder at off peak hours installed at the Real-Time crime center. The first phase of the contract was a commission approved 1.2M which included a turnkey solution addressing all the needs. ATCi successfully met and exceeded the City guidelines on its 90-day completion scheduled for deployment. All this was accomplished without impact to the approved funding of the project or sacrificing any of the required design criteria. Sunny Isles in partnership with ATCi is actively working on a second phase to this successful deployment, which will include additional sites, along with maintenance of the city’s Automatic License Plate Recognition solution.
